Supremacy 2020 - Government Variant

Government Type Variant

Players CAN chose a special Government type at the beginning of a game. These governments come with special abilities and limitations.

Caution - This has not been play tested to ensure a fair or balanced game with the standard victory conditions!

Free Market


  • Productivity Increase - Each Company Card you hold for a turn will increase in value by 1 point. So if you start with a 3 mineral card, it will produce 4 minerals on Turn 2. You can put spare pieces on the card to keep track. All Company Cards will max out at 5 per turn.
  • Trade Increase - During Salaries, collect $100 BL from the bank, for every resource point on a foreign owned Company Card in an area you control.
  • Quality Edge - Your Armies and Navies get a +1 combat bonus to their die roll.
  • Technology Edge - You only pay half of the normal amount for ALL research.
  • No Seizure - You are not allowed to Seize any Cards from players, unless you are At War with them. (see below) You can still blockade companies.
  • Non-Aggression - You cannot attack another player unless you are already At War with them. They must attack you first to be At War. You remain At War until you both mutually agree on peace.
    You cannot nuke a player first. You can only launch your ICBMs in response to a nuclear detonation on your areas or forces. Your response cannot exceed the attack on you. So if a player hit you with 2 ICBMs, you can only strike back with 2. You can add ICBMs to this total to account for their ABMs.

Progressive


Call it what you like; the result is the same.
  • Appropriation - Whenever you get control of a new Company Card, you immediately receive a onetime only $1 TL cash bonus. This includes the cards you start with and this is per card
  • Brain Drain - Pay $300 per card turned over for ALL research.
  • Productivity Decrease - Each Company Card you hold for a turn will decrease in value by 1 point. So if you start with a 4 mineral card, it will produce 3 minerals on Turn 2. You can put spare pieces on the card to keep track. When the card falls to 0 production value, return it to the deck.
  • People's Army - For the same cost, you get double the amount of Armies when you build! The down side is that all your Armies suffer a -1 combat bonus to their die roll.

Communist Capitalism – China Only


  • People's Army - For the same cost, China gets double the amount of Armies when they build! The down side is that all their Armies suffer a -1 combat bonus to their die roll.
  • Currency War - China’s company salaries cost $10 BL for 3 Company Cards.
    Other players can Relocate their cards to China at anytime for a cost of $50 BL per card. Note which Chinese area you are moving it to. (sticky notes on the card work good)
    While Relocated in China, you pay Chinese salary card costs. Your cards produce normally for you except that China collects a $100 BL fee from the bank during the Salaries phase for each re-located card in China.

Fascism - Nazis with Nukes!


What to do for this? First you think of Nazis. They were very different from most Fascist states however. The closest thing to normal Fascism would be a standard Supremacy game. Regular players with free reign are pretty much Fascist dictators. Maybe mix in a little Progressivism.
We don’t see anything like the Nazis in politics today... but what would it look like if we did?
  • Fanatics - Your Armies get a +1 combat bonus to their die roll.
  • Technology Edge - You only pay half of the normal amount for ICBM and ABM research.
  • Suprise Attack! - The first time you Attack a player, they are surprised: You fire 1st. They suffer combat losses, then they get to fire back with any surviving forces. This applies to all 3 operations of the 1st attack. It only applies to Armies. You can launch a Surprise attack later at any time by spending an extra set of supplies for the attack.
  • Field Marshalls - You start the game with an Army Field Marshal if you have these rules. If killed, you may select him during your next builds.
  • Resistance - All players can build partisan Resistance armies in a non-home, Fascist occupied area for $100 BL. They operate like Terror Armies. You have to pay to build them, move and attack.
Not much of a downside in game terms. If you are going to use this, we recommend allowing only 1 player to be a Fascist.

Islamic Theocracy


We considered this but it is already pretty much covered by the Rising Crescent Expansion. A Progressive government kind of does this also. Same results. Maybe experiment with a Progressive Government that can build Terror Armies and Pirates also.
