I just set up the ACW last night. I plan to use the standard rules, and test a supply rule I think will solve a lot of concerns people have about being able to do ahistorical moves. The idea is to "grognard" it up just a bit. The rule is this: Units must be in supply. Any amount of units may be placed in a city, or in a region that has a rail OR river connection to the home areas. For a region lacking a river or rail connection, no more than 6 units may be placed there, and they may only be there one turn (after the turn they move there). After that, Combat factors are cut in half, and one unit PER TYPE is lost each turn they are out of supply. Cavalry that starts a turn in a region with no rail or river connection may only move one region. Units on a coast may be supplied at a cost of one NP per unit per month. This supply IS subject to naval interception. Units supplied via naval supply that become out of supply are subject to attrition and halving of combat factors.
