Subject: HotW - Empire max scores 

Here is a listing of the maximum points that each empire can get
in the History of the World game. Each empire is listed by Epoch 
with the number of build points is has, if it has a capital 'c' or 
shipbuilding 's'.  

The last number is the maximum number of points that Empire can 
score for its turn.  Assuming the empire wins all battles and only
needs the minimum 3 territories to dominate an area. Also, the 
optional rule of getting 2pts for your own monuments is used. No 
consideration was given for taking over prior existing capitals 
and monuments. So, the max points may be exceeded this way or by the help
of playing some event cards (i.e. 'Allies',trade,etc.).  Empires with a 
'*' after them, are gaurenteed of having a chance of at least 2 additional
points; usually by taking over the previous empire's capital & monument.
Also, the max points may not be attainable if it takes more than 3 lands
to dominate an area based on prior empires.

Any comments are welcome. Also, if there's interest, I can post how
these scores are attained.
