I need a clarification.


Using the optional non-ZOC rule for reserve division (and militia, siege artillery 
and HQ) are Belgian infantry units considered reserve division?

The combat value and VP for elimination are the same as the other reserve divisions 
but there is no evidence on the counter.

No, they are not reserve divisions.
