Does this restriction hold across turn/phase boundaries, or could one ship enter a hex in one phase, turn, and then start the next phase where it gets to move with another turn? It doesn't hold across turns. The strip of land from 3035 to 3039 is shifted one hex between the two maps it's on - we assume that the map where it's connected to the rest of the island has the correct placement; right? (Thankfully this is no problem since the maps overlap, we can simply place the right map on top.) Correct.
