Make rule 13.3.1, Israeli combined arms fire combat, an optional rule.
Admittedly this one was one of the last rules to be added, and had the
least playtesting. Further play by myself and some others indicated that
this gives the Israeli player too much of an advantage. Use this as a
play balance for games where the more experienced player is the Syrian.
