I've asked questions about this and some other issues at the main forum for this game in the "napoleonics" section of Consimworld, and I've seen that others at Eagle games bulletin board have come across some anomalies with it as well. This means that if a player blocks your progress, you warn him to move his units or you'll be forced to attack him as well. If you are not strong enough to make this threat, then his passive-aggressive deployment has worked!
