Really dig Napoleonics and WWII

THere are some serious problems with the issue of allies stacked in the
same region and how it affects a power at war with just one of those two
powers. I've asked questions about this and some other issues at the
main forum for this game in the "napoleonics" section of Consimworld,
and I've seen that others at Eagle games bulletin board have come across
some anomalies with it as well. Would appreciate your help on this one.

The easy answer is a new subrule: 

"Declarations of war on allies of nations with whom you are already at
war are free (no PAP cost)." 

This means that if a player blocks your progress, you warn him to move
his units or you'll be forced to attack him as well. If you are not
strong enough to make this threat, then his passive-aggressive
deployment has worked!
