In the third edition rulebook for "The Legend Begins" there are three
lines that were left out between paes 16 and 17. This affects rules 31.3
and 31.4

The rules should read:

31.3 Reduced Strength: If a unit that is required to withdraw is
deficient is steps, a number of replacements, equal to the deficiency,
must be spent (returned to the Replacement Pool). If not enough
accumulated Replacement steps are available the replacement units must
be spent as ((they become available.))

((31.4 Substitutes: If a unit that is required to withdraw is isolated or
if the player does)) not want to withdraw that specify unit then a temporary
substitute of the same nationality and type must be Withdrawn in its place
until the actual unit withdraws .......

The omitted portions are in double parenthesis.

This should clear up confusion regarding this passage.
