Rules listed in bold type reflect changes since the 2nd edition of the rulebook was published. SCENARIOS General Rule - For all campaign games and scenarios, the units described are set up as full strength units except those units specifically listed as setting up under-strength by the scenario instructions. Cadre-level units ignore the effects of this rule." 9.15 Change format of "...being able to take advantage of German Special Actions and Ground-support units." to be bold rather than normal type. 9.16 Change "...may not leave its Home Country until said unit has been built to full-strength." to read: "...may not leave its Home Country until said unit has been built to full-strength and there are currently no enemy units within its Home Country." 9.17(b) Change "...Rumania, Yugoslavia, and..." to read: "...Rumania and..." 9.24(d) Delete the first two sentences, they basically repeat the 2nd two sentences. 9.25 Change "1942" to read: "Jul/Aug 1941" 9.47 Change "The Italian Special Action must always be spent for any Axis amphibious invasion or retreat before combat which involves the Mediterranean fleet (only possible after Italy joins the war). A German Special Action must also be spent if any non-Italian Axis units participate." to read: "The Italian Special Action must always be spent for any Axis activity where a Special Action is normally required when the Mediterranean Fleet is Sea-transporting Units (only possible after Italy joins the war). A German Special Action must also be spent if any non-Italian Axis units participate." 9.521 Change "...either player turn that..." to read: "...either player's turn that..." 9.524 Change "If Vichy France controls French Levant, it may be invaded by Britain and/or occupied by the Germans without it being considered a violation of Vichy France’s neutrality." to read: "If Vichy France controls French Levant, it may be invaded by Britain (at any time) and/or occupied by the Germans (in 1942 or later) without it being considered a violation of Vichy France’s neutrality." 9.525 Delete the following sentences from this rule (in light of new rule 9.528): If combat against the Vichy unit is conducted solely by U.S. units, the Vichy unit is always eliminated without defending at the start of the Combat round involving the Vichy unit. Otherwise, the Vichy unit defends normally. 9.526 Delete the following sentence (in light of new rule 9.528): The French will resist with the same constraints as in 9.525. 9.527 Change "...where the Western Allies have a supplied Ground Unit within any area on the Atlantic coast from ..." to read: "...where one or more supplied British, American, or Free French Ground Units are within any area on the Atlantic coast from..." 9.527 Change "...As soon a German ground unit enters Marseille, all Vichy French units are immediately and permanently removed from the game. All Vichy French units are immediately and permanently removed from the game and Marseille is treated..." 9.527 Append with the following sentence: "All Vichy territory not already controlled by the Allies becomes (or remains) Axis-controlled." 9.528 Add new rule as follows: 9.528 COMBAT INVOLVING VICHY FRENCH: A Vichy unit will fire once with normal modifiers when defending against U.S. only attacks. If at least one U.S. unit remains in the area after the Vichy defensive fire, the Vichy unit is immediately eliminated. A Vichy unit defends normally without being automatically eliminated if the attack involves at least one British unit. 9.531 Change format of "...being able to use U.S. Special Actions and Ground-support units." to be bold rather than normal type. 9.61 Change "...may not leave their Home Country unless there are currently no enemy units within..." to read: "...may not leave their Home Country unless the leaving unit(s) are full-strength and there are currently no enemy units within..." 10.2 Change "its capital is controlled by enemy ground forces. Only one such conversion may occur per Game Turn, and a GSU must be available in the Force Pool for the conversion to occur. The GSU is then placed as a normally purchased unit. For the Western Allies, the resulting GSU may be either American or British. 14.50 Add the following new rule: “14.50 Soviet Heavy Fort Reduction: In addition to the regular method of destroying Soviet Heavy forts, they may also be reduced in combat as follows: They are reduced one level when Axis Units remain after a Combat Round is fought in their Area. Essentially, the Field Fort effects last for three rounds of Combat. After the first round, flip the Heavy Fort marker over to its reduced side and place a field fortification marker under it. After the second round, place the field fortification marker above the reduced heavy fort marker. After the third round, remove both Markers, the Heavy Fort is destroyed. Damaged heavy Forts may not be repaired and all other Heavy Fort rules remain in effect.” 14.51 Add the following new rule: “14.51 Improved Bombers and Improved Escorts: Instead of the effects of rule 2.24 occurring on the historical dates, they occur via the following process. At the start of any Campaign Game, place the improved bomb-sight marker and the improved escort markers on the ‘10’ space of the General Information Track. The bomb-sight marker is moved down one box on the track for each Bomber Point that both conducts a raid and returns home, with a maximum decrease of 5 boxes per raid. The improved escort marker is moved down one box for every two Bombers shot down by the Luftwaffe in each raid (fractions lost and flak losses do not count). When the bomb-sight marker reaches zero, rule 2.24(a) comes into effect the next turn.
