From: "Olivier Clémentin" Subject: War Without Mercy Clarifications War Without Mercy Clarifications 14/07/1999 (from the game designer or developer) Here is a list of rulings which I received from Steve Rawling and Rob Beyma during my games of WWM. Movement: The one-hex minimum rule also applies to exploitation movement Railroad conversion: in order to be able to convert USSR rail hexes, a ground unit must follow a continuous railroad segment during its movement phase (although it can move outside the rail segment during the same movement phase, before or after). At least one hex of the segment must be an already converted rail hex from a previous turn. A unit can detrain for free provided it stops movement in the detraining hex No off-map railroad movement is allowed. Air units: Airfield construction is limited by the Active Air Limit. Of these, a maximum of 10% can be large airfields. Ground support mission: a player may "over-support" a unit with too many air factors, expecting some of them to be lost to flak or enemy fighters. Example: two B 2-4-14 bombers may combine to support a 4-4-4 infantry division. However, only 4 factors maximum will count for defense after flak and air combat. If interceptors attacking escort fighters have more waves than the escort fighters, they may reallocate the excess fighters into fewer waves. Flak: Unlike Airfield flak, City flak can fire at enemy air missions against the hex (not only airbase bombing). Supply: An OOS unit inside a city has supply effects delayed one turn. That means that it does not receive an OOS marker until the second turn of isolation. A supply line is not cut if the supply source itself is in enemy ZOC, unless the supply line goes directly from the source to the unit (both being adjacent) and both are in an enemy ZOC. Fort / airfield construction: Construction pre-requisites (supplied hex, not in ZOC unless occupied by friendly unit) have to be met at the beginning of the first turn of construction only. If enemy units put the construction hex in ZOC or OOS later on, it does not prevent completion of the construction. Replacement For replacement rules, a city which is supplied by air or by sea is not considered supplied (i.e. it receives only half its replacement capacity). Limited ZOC (Optional rule) If a unit starts its move in a ZOC (either full or limited) and moves directly to a limited ZOC, the cost is 1 Movement Point only. 1941 special rules : The Axis river bonus applies also during the movement phase (for overruns). Although Soviet transfer missions are forbidden during the first player turn, involuntary transfers are still allowed. Soviet armor is treated as motorized for all combat purpose before July 1942. In particular, they do not negate the German armor bonus. Optional rules (WWM scenario) The Finns receive the 3-3-5 Arm xx in 7/43. It can be replaced at a cost of 1 German ARM and 2 Finnish INF. For lend-lease rule purposes, Archangelsk is considered Axis controlled during snow and heavy snow turns [House rule - gives more importance to Murmansk]
