There is an additional rule communicated to me via Bill Sariego of which you should be aware (and of course, download the errata from WWW.grognard.com). If at any time a power has no units on the map itself, the player loses. Otherwise a player may simply sit in the player's off map area (except Byzantium) and win by collecting treasury points.
