From: Mike Rizzo Subject: COA's Edelweiss Q&A Submission Edelweiss Questions & Answers from Fire & Movement #68, Sept-Oct 1990 (answers complied by Stephen Rawling help from Dave Baldini, Gary Helmer, and Paul Pigulski) Maps Q: The distinction between cities, towns, and villages is not always clear. For instance, is Taganrog (name spelled in capitals) a city although its hex is not shaded? A: Cities have names spelled in capitals, towns have names spelled in lowercase letters, villages are unnamed. Q: Several cities and towns occupy two hexes. Does the second hex count as city, town, or village? A: As city if shaded (Rostov, Novorossiysk); as town if houses are black (Krasnodar, Salsk); as village if houses are brown (Proletarskaya). Q: Map 6 has hex sides with unframed blue. Are these the same as lake hex sides (framed blue)? A: Yes Exclusive Rules Q: All temperatures at higher elevations are said to be lower by one or two levels than standard (2.2). Can this lead to "freeze" at higher elevations in July or August, or does Rule 2.1 prohibiting this take precedence? A: Rule 2.1 takes precedence: no freeze or deep freeze at any elevation in July or August. Q: May a unit end rail movement in a hex occupied by partisans (4.41)? If so, what happens to the partisans? A: Yes, the partisans are displaced one hex at owning player's choice. Q: What "installations" other than supply dumps, airfields and oil welt can be damaged or demolished by sabotage (4.44)? A: None. Q: Can the Soviets destroy bridges under any circumstances in Edelweiss? A: Lacking engineers, they cannot. Q: Rule 7.32 specifies how many SP a German HQ in depleted mode must spend to assume limited offensive mode with one or some of its divisions. Is the SP cost less if the HQ is in defensive mode? A: No, the cost does not depend on the supply mode of the HQ. Q: Can a German HQ in limited offensive mode execute barrage (7.32)? A: No. Assumption of limited offensive mode does not affect the capabilities of the HQ unit. Q: Does a German mobile division stacked in one hex contribute its integrity die roll modifier to an attack when supporting, or only when assaulting (7.43)? A: Only when assaulting. Q: The breakdown units provide engineer and reconnaissance battalions for some German infantry, mountain, and Jaeger divisions (7.52, 7.63). May a qualifying division use the special engineer or reconnaissance abilities without breaking down to form the respective battalion (standard rules 13.94, 13.96, 13.98)? A: Yes. Q: Does the counter mix limit the number of supply dumps that can be formed (13.45)? A: No. Q: May a unit smaller than a division be designated as sole rearguard of an army under "general retreat" orders (13.93)? A: Yes, division size is maximum. Scenarios Q: Scenarios 10.2 and 3 invoke "all units of 3rd Panzer division" but fail to list the AT battalion. Does it participate? If not, does the division still receive the divisional integrity bonus if all other components are stacked together? A: The AT battalion does not participate in the Edelweiss scenarios, but the division receives the bonus if all its other units are stacked together. However, players may agree to add the battalion as there are differences of opinion whether the unit was present. Just to be Sure: Q: A recent Edelweiss review in Wargamer (Vol. II #12) by one of the developers seems to suggest different interpretations of rules in two points: (1) For Scenario 10.1 the author states that the Axis player should try to take Anapa early to receive two extra supply points each strategic overphase for possession of a Black Seaport. However, would he not achieve this aim much more easily by occupying ungarrisoned Taman, which Rumanian cavalry can reach in the first turn? (2) In his description of play of the campaign game the author states he decided to use all Axis options. Don't the rules restrict him to a maximum of three out of the five offered? A: Yes in both cases.
