Each is separated from the others by #### Please remember that I roll for the Great War at the end of any non-war phase in which the ETI increased. During a War phase, I roll after each set of DoWs and each movement phase. A Great War is more likely to occur if adjacent Powers are fighting, if ETI is already high, the greater the number of Powers in the War. If for example, Germany is fighting France and Russia, the War is in the 5th phase and the ETI starts the War phase at 125, the die modifier is +3 + 3 = +6. If on a 3D6 roll, I roll a modified 18 or higher, the Great War will start. Einstein was wrong, the GM really does roll dice: ADDITIONS TO THE RANDOM EVENTS TABLE 2-3: French-Anti-German Agitation - France has CB against Germany. If Great War starts at end of Random Events, France is assumed to have started the Great War. 2-4: German navy League - If the ETI increase caused by German naval builds sparks the Great War, _Great Britain_ has started the Great War. 2-5: German Colonial Agitation: Germany must either: 1. Upgrade to a Protectorate/Possession in an Area 2. Place a New Protectorate/Possession in an Area 2-6: Pan-Slav Agitation: If Great War starts at end of Random Events, Russia has Declared War on Austria, sparking the Great War. If no Great War, Roll 1D6: 1: Russia has CB against Austria 2: Russia may move into either Bulgaria or Serbia 3: Russia may invade Anatolia 4-6: Russians are to busy beating up on their own ethnic minority groups to go off and protect their Slavic brothers. If Bulgaria, Serbia or Anatolia already have Control Markers, the Russians cannot move into that Area. 3-1: Italian Irredentist Agitation: If a Great War starts at end of Random Events, Italy has Declared War on either/both France/Austria-Hungary. Italy starts Great War. If no Great War, roll 1D6: 1-3: Italy has CB against France over Savoy 4-6: Italy has CB against Austria over Tyrol 3-6: Boer Oppression of Uitlanders: If Great War starts at end of Random Events, Germany has intervened to protect her Germanic Brethern from the evils of Anglo-Saxon domination. _Germany_ gets blame for starting the Great War 4-1: Japanese War Party: If Great War starts at end of Random Event phase, Japan gets War Guilt. If no Great War, then Japan has CBs as follows: (Continue down list until Japan has CB against someone): 1. Korea - CB against all Powers with Control in Korea 2. Manchuria - CB against all Powers with Control in Manchuria 3. Port Arthur - CB against all Powers with Control in PA 4. Formosa - CB against all Powers with Control in Formosa 5. Shang-Tung - " " Shang-Tung 6. Shang-Hai - " " Shang-Hai 7. No CBs through Random Events. ###################### 4. I feel as if events are spinning out of control: HOW ETI CAUSES GREAT WAR A-1: The Base War Guilt Penalty ALWAYS Equal to -100. A. The ETI continues climbing beyond 100. The ETI climbs until it reaches 150 B. After ANY PHASE except the War phase in which the ETI increased, roll 3D6. (The War phase has its own set of rules that may cause the Great War.) If the sum of the 3 Dice is less than INTEGER{ETI/10}, the Great War has erupted. Any Power increasing the ETI in THAT phase gets War Guilt. C. War Guilt if War occurs outside of War Phase: All Powers who increased the ETI suffer Penalty *2 D.
