COMPUSERVE JUNTA These are a set of house rules for a CIS version of Junta. These are based on some postal rules from a zine. You are expected to know the rules already. There are three types of "turn": the standard turn, an election turn, and a coup turn. The game will start with an election turn. Political cards may be used at any appropriate time, just send a message to the GM. STANDARD TURNS - these will handle the main turns of the game, there will be ten stanard turns. There are 4 phases to the standard turn:- STANDARD TURN PHASE A: The standard turn will start by the GM sending a private message to each player, this will coincide with either phase D of a standard turn, or the report of an election or the last report of a coup. The GM will randomly allocate two cards from the pack to each player. The GM will keep track of what cards each player has. If cards are exchanged both players should notify the GM, with their orders or the exchange is invalid. This will also record the current status of his swiss bank account, his cash in hand and current cards and status. The GM will also notify the president of his total budget for the turn. PHASE B: The president will publicly publish his proposed budget, and any cabinet reshufles. If none are published, assume positions are unchanged and the president is keeping all the money (and long may he live...) Should a new president fail to assign positions by the deadline then the GM will publish a set of positions, these will be randomly assigned. PHASE C: By the deadline each player should submit a set of orders, if you change your mind you may resubmit, the most recent version will be used: a) If the player has more than 5 political cards indicating what he is discarding or using before the vote. b) His votes on the budget. If you are using votes or influence cards, please indicate this. There will normally only be one round of the voting unless indicated by an event card seen below. c) The Minister should specify if he will force the budget through if it is defeated. The assumption is that it will not be forced. d) The players chosen location for the turn :- Bank, Mistress, Headquarters, Home, Nightclub. e) Any assasination attempts specifying cards/abilities used, who the attack is directed against and where the attack will be made. Note, if you have a card that can prevent assassination this will be used on your behalf. f) If you choose the bank, you can specifiy the ammount you are depositing/withdrawing. This can be expressed as "All but 2" or similar simple commands. g) The president may state his intention to resign. h) Any player except the president may submit a conditional "coup" order. i.e., "I will start a coup if possible" or "I will start a coup if the budget fails" or whatever. Any player who fails to submit a turn will: a) abstain from any vote. b) have a random location chosen for him. PHASE D: The GM will publish the results these will indicate :- a) Each players votes on the budget b) The results of the budget c) Positions held by each player d) Each players location e) The result of any assasination attempt. f) If there is to be a coup - all declared rebels. g) If the president resigned or was assasinated the next turn will be an election turn. The deadline will be announced. h) If there is a coup the next turn will be a coup turn. The deadline will be announced. i) Otherwise the next turn will be a Standard Turn. Both the initial deadline for the president (phase B) and the final deadline (phase C) will be announced. ELECTION TURN All players should submit votes for and nominations for president. If you are using vote or influence cards please indicate. If you do NOT want to become pressident please indiate this. The president will be the player with the most votes, who is prepared to become president. If none emerges or two or more people tie then another election turn will result. Otherwise the next turn will be a standard turn. COUP TURN All moves are simultanueos. Only units that do not move will qualify for the "first fire" advantage. Any player moving in the first coup turn is a rebel. Each player should submit a turn consisting of: a) What stack he is moving and where. b) If the president has a "brother in-law" he may move two stacks. c) Shelling and Airstrikes should specify targets not spaces as the targets may move. d) Any political card "specials" that are being used. e) Any player who fails to submit a turn will be assumed to remain still. f) At any time a player can concede g) If applicable the player may state he is going into exile. The GM will respond with a report of the Coup Phase. h) In the last coup phase everybody should specify if they are for or against the president (this may be conditional on events). i) In the last coup phase rebels should decide on who is to become president - In the event of a tie the First Rebel gets a casting vote. j) The president should indicate who he is assasinating if he wins. k) The first rebel should indicate who he is assasinating if he wins. The GM will give an extended report for the last coup phase indicating what happened at the end. After a coup there will be a standard turn again. POLITICAL CARDS Most will be applicable in the game, but the following have a modified use due to them being inapplicable in this version:- a) RECOUNT - This is the will cause a second round of voting, but without any vote cards, other than by the person who plays the recount card. b) PRESIDENTIAL COMPETENCE QUESTIONED - To use this the player must publicly declare its use between phases A and the deadline for B. If this is used all players should submit votes as part of their phase C actions, along with normal orders to be obeyed if the vote fails. If the vote passes then there will be an election turn followed by a continuation of the standard turn. c) ALTERNATIVE BUDGET - If played and the budget fails, this will be reported, and the player will announce his alternative budget after recieving notification as to its size from the GM. In this case phases B and C will be repeated. d) POWER FAILURE - As there will normally only be one round of votes, I will count this card as another "RECOUNT" card.
