OK, here they are: 1) No more than four leaders may accompany an army, and two leaders an independent corps. Every leader must accompany at least one strength point. If after placing leaders with armies and corps there are still leaders available the excess can be stacked in the capital until a command becomes available. Army leaders are included in the draw when determining leader deaths. 2) Many people think Washington is too easy to take. One way to correct this is simply to start the game with the Army of the Potomac in Manassas. Reduce the AoP by two strength points and the Confederate force that used to be in Manassas by one, and reduce the Union card hand by one. An experienced Union player will send the AoP to Manassas as his first move anyway. Another thing people might try is to allow two forts to be stacked in the same place. The limit of five forts on the board at once still applies to the Confederacy. The stacked forts double the fort die roll modifier, of course.
