I didn't spot this one in my brief glance at the
errata on file.  From The General 18-2, p.47
('Infiltrator's Report', of all places!):

'A line of copy was erroneously omitted from the WAR &
PEACE rulebook.  Players may want to make the
following addition to their rulebook;  Page 29,
Section F, part 5:  "Non-French Player
Reinforcements."  Add to subsection f.  "January, 1814
- All English, Portugese, and Spanish forces listed in
Scenario VI.  January - August, 1814 - Each turn..."
