However the Stratagem Marker Chart indicates that several Stratagems (Imperial Regalia, Theodora Intervenes, etc..) are played during the Stratagem Phase. When exactly should these Stratagems be played? JM: During the Recruiting Phase. 2) Rule 20.5 states "Leaders are affected by Provisioning requirements", yet the Treasury Chart indicates it costs zero Solidus points to provision a leader. How are leaders affected by the Provisioning requirements? JM: Count against other unit stacking for forage. 3) Rule 21.4 #5 states "Justinian may not be replaced if eliminated". The instructions for the Leader Stratagem marker indicates Justinian may be replaced (on a die roll of 1-3). Which is correct? JM: This is an exception. I also noticed some differences between Belisarius and Charlemagne (don't have Xenophon) and was wondering if any of these should/could be retrofitted to Charlemagne? A) Charlemagne: No limit on number of Stratagem Markers held. Belisarius: Maximum of 15 Startagem Markers. JM: Applies to both games. B) Charlemagne: Leaders do not count towards stacking. Belisarius:Leaders DO count toward stacking. JM: Does not apply to Charlemagne. Leaders in Belisarius also include the rather large personal armies they dragged along. C) Charlemagne: Mercenaries may be recruited in any berg occupied by the phasing player regardless of region control. Belisarius: Mercs may only be recruited in occupied cities, in regions that the phasing player controls. JM: Do not retrofit. Represents different recruiting situation. C) Can you Pillage in Peripheral Areas? “No” to all 2) Can you build Colonies/Bergs in Peripheral Areas? “No” 3) (Charlemagne only)When the Honest Coinage is played, do you double the income for control of Byzantium/Emerite of Cordoba? “Yes”
