Yes, during the appropriate phase. I believe Steve wants to know if the phasing player has to pay maintenance in the same turn he won the bidding, or not until his next turn. Note that if maintenance came due in the same turn, that the likely result would be another mutiny and bidding round, since such troops would probably be either besieged or the player lacked the money to pay them in the first place. I would hope this gets added to the errata/clarifications, because the lack of consistency in the use of the term "unit" can cause rules disagreements.
