Clarifications: Does the Coalition really get beneficial IW shifts for
having Republic of China units in the Staging Area? Seems a bit odd for
them to get points for having units kicking back in Hawaii instead of
fighting on the home front . . .

JM: Delete the points gained for ROC units in the staging area.

Also, 6.2 states that damage can arbitrarily be assigned to Air Defense
damage, while the Counterair Table makes it sound like all-or-nothing.

JM: You can choose to assign some, none or all to Air Defense damage.
