The AATs cannot enter the shield or shoot through it. Therefore, they cannot enter the border hexes. The shield must come down before they take any part in the battle at all (attacking or being attacked). When you use "The Force is With You", discard your hand to the discard pile. And, yes, shuffle those into a new draw pile before drawing.
