David Buckland - May 1, 2007 8:40 am (#532 Total: 538) I recently bought Cockpit of Europe, and have a number of questions. Most of them are probably down to my misreading or misunderstanding the designer's intent, but any help in answering them would be much appreciated. KR&O 3e 4.332 Subordination of formations to a Grand Army at the end of a Combined Move. This rule implies that an LC is required for this subordination to occur. Is this correct? The rule refers to what happens if “an LC under case 4.321 fails to subordinate HQs at the end of a CM operation”, but 4.321 makes no mention of an LC - only that HQs ending a CM with a Grand Army may or may not be subordinated. 5.44 To clarify: only hexes marked with an FD marker may be selected for removal, ie. not the surrounding hexes equally affected, yes? Can FE hexes be selected to be improved one level? 5.54 Depot reduction from Isolation: when in the turn Sequence does this occur? Depot Reduction Table: perhaps the Explanation should read, “If the result is “Yes”, the Depot is reduced.”? 6.722 Morale Checks: for a Wing with a CE of ‘C’ with no modifiers, is not a ‘4’ or less needed to pass its MC, not a ‘6’, as stated? 6.756 Though it appears to have little practical implications, are not the Neapolitan & Modenese Exhausted, rather than Fatigued, in the first part of this example (top of column 2, page 37)? Are there any combat effects of Exhaustion? 6.84 “General Routs may occur any time all of a force’s Contingents have exceeded their RT.” May a General Rout not occur after any of the force’s Contingents have exceeded their RT, it becoming more likely under 6.842 if all of them are over their RTs. 6.871 Loss of Preparedness from an attempt to Decline Battle: including an unsuccessful attempt to Decline? An unsuccessful attempt, followed by a battle, could be then possibly result in two losses of preparedness. (6.9 Tactical Manoeuvres: I found this section, and especially the LCs involved, very confusing, as the questions below indicate.) 6.912 States that where two WCs are involved, an LC is made using the sum of their Leadership Ratings. But the charts indicate that an average of the two LCs is used for Relieving, Feeding, and Shifting. 6.914 & 6.915 Appear to contradict the limitation on one Supporting Wing per Engaged Wing (6.233). 6.92 Relieving Wings: mentions two checks; Generalissmo + WC of first the Engaged Wing, and then + WC of the Support Wing. This seems to contradict 6.912 (see above), and the reference in the charts to averaging the two WCs’ ratings. 6.93 Feeding Wings: is the LC made using the average of the two involved WCs’ ratings (the charts), the sum (6.912), or (as is implied) just the Engaged WC (6.93)? 6.94 Shifting: again, while the rules refer to just the Generalissimo making an LC, the charts refer to an average of the two involved WCs, and 6.912 to the sum. 6.95 Committing Reserves: to clarify, unlike Shifting Supports, in this case (Committing) only the Generalissmo needs to make an LC? 6.96 Replacing a Generalissimo: 6.64 (which follows 6.96?) seems to describe a different method of replacing the GO (this latter section is from the previous edition of the rule book?). 7.126 Minimum Garrisons: where are these specified? 7.16 Citadels: to clarify, which fortifications have Citadels, and what is the size of the Citadels relating to each type of fortification? CoE 3e 3.223 Austrian Secondary Hub (as a result of Austro-Prussian Treaty): does the Secondary Hub have the same radii as the Primary Hub? 5.231 La Maison may not participate in Forced Marches. But has not the latter concept been scrapped? Perhaps they cannot march beyond their MA? 5.241 French Gardes in battle must move and fight in the same wings. This applies to the Gardes Suisse and Gardes Francais together (ie. all 4 units) or separately (2 units each)? 5.441 British Home Garrison: are the increases by 20 SPs per French Invasion made if the invasion is aborted? 9.535 Campaign Game Hub Preparedness. The Maritime Powers Hub is in Prague? ian weir - May 1, 2007 4:57 pm (#534 Total: 538) He was accused of spending a large part of every day at table, and of passing the evening in all kinds of excesses. David. Here are the answers to the first of your questions. This is a typo: the reference should be to 4.312 5.44 To clarify: only hexes marked with an FD marker may be selected for removal, ie. not the surrounding hexes equally affected, yes? Can FE hexes be selected to be improved one level? When the marker is removed, the surrounding hexes are not longer affected by that marker. FEs can be improved 1 level (additional rule). 5.54 Depot reduction from Isolation: when in the turn Sequence does this occur? Administrative Phase. Specifically, in Section B.5 of the Sequence of Play after point #2 Disband Depots. This does not seem to be noted anywhere; will add to rule. It is a safe assumption that any “admin” activity occurs in the Admin Phase. Depot Reduction Table: perhaps the Explanation should read, “If the result is “Yes”, the Depot is reduced.”? Correct, amend as you suggest. 6.722 Morale Checks: for a Wing with a CE of ‘C’ with no modifiers, is not a ‘4’ or less needed to pass its MC, not a ‘6’, as stated? The numbers in the example are incorrect. In fact it’s trivial and says nothing you can’t see at a glance on the chart. Will have to rewrite. I'm working on the tougher ones now. Thanks for the input BTW. Any changes & clarifications will go into the 3.0 rules online ian weir - May 1, 2007 6:12 pm (#535 Total: 538) He was accused of spending a large part of every day at table, and of passing the evening in all kinds of excesses. David. More answers. 6.756 Though it appears to have little practical implications, are not the Neapolitan & Modenese Exhausted, rather than Fatigued, in the first part of this example (top of column 2, page 37)? Correct. Are there any combat effects of Exhaustion? No. The penalty is applied under 6.842 with the loss of the GO’s bonus. Fatigue effects remain. 6.84 “General Routs may occur any time all of a force’s Contingents have exceeded their RT.” May a General Rout not occur after any of the force’s Contingents have exceeded their RT, it becoming more likely under 6.842 if all of them are over their RTs. Strictly speaking, No. But you could play the other way by removing the rule on Fatigue. The GO’s bonus would be lost if all the Contingents were over their RTs. Any Contingent over its RT has its strength halved. The intent was that you risk a Rout if you fight too long. If you fight even longer the chance goes up dramatically. 6.871 Loss of Preparedness from an attempt to Decline Battle: including an unsuccessful attempt to Decline? An unsuccessful attempt, followed by a battle, could be then possibly result in two losses of preparedness. Yes. I am open to debate on this one. We felt it was necessary during playtesting, but the effects may be too severe. (6.9 Tactical Manoeuvres: I found this section, and especially the LCs involved, very confusing, as the questions below indicate.) I will have to rewrite the elements dealing with LCs from scratch, but the following answers give the intent of the rules. 6.912 States that where two WCs are involved, an LC is made using the sum of their Leadership Ratings. But the charts indicate that an average of the two LCs is used for Relieving, Feeding, and Shifting. The rule is incorrect (a typo of sorts). Use the chart. 6.914 & 6.915 Appear to contradict the limitation on one Supporting Wing per Engaged Wing (6.233). An example of a poorly followed up playtest argument. By the rule, the limit should be 2 Supports per Engaged Wing, but after reflection I suggest allowing only 1. 6.92 Relieving Wings: mentions two checks; Generalissmo + WC of first the Engaged Wing, and then + WC of the Support Wing. This seems to contradict 6.912 (see above), and the reference in the charts to averaging the two WCs’ ratings. Bad wording. 6.92 should indicate that 2 Leaders are used, the GO and the WC of the Relieving Wing (the WC being Relieved is not concerned). 6.912 amended to state simply “2 Leaders involved”. 6.93 Feeding Wings: is the LC made using the average of the two involved WCs’ ratings (the charts), the sum (6.912), or (as is implied) just the Engaged WC (6.93)? Both WCs will be involved; average the ratings as usual. 6.94 Shifting: again, while the rules refer to just the Generalissimo making an LC, the charts refer to an average of the two involved WCs, and 6.912 to the sum. Shifting is done like a Relief – GO and WC of the moving Wing. 6.95 Committing Reserves: to clarify, unlike Shifting Supports, in this case (Committing) only the Generalissmo needs to make an LC? Yes. 6.96 Replacing a Generalissimo: 6.64 (which follows 6.96?) seems to describe a different method of replacing the GO (this latter section is from the previous edition of the rule book?). 6.664 is a typo. It should have been deleted from the text. 7.126 Minimum Garrisons: where are these specified? This information was omitted from the TEC for Cockpit and Charlie’s Year. The TECs for SOK and QG are useable in any game and are available online. Minimum Garrisons are classed by the name of the Fortification, not the Grade: Castle 1 SP Fortress 2 SPs Walled Town 3 SPs Fortified City 4 SPs 7.16 Citadels: to clarify, which fortifications have Citadels, and what is the size of the Citadels relating to each type of fortification? This rule was written to suit map changes that never took place. In all games, if a hex has 2 Fortifications, the smaller (either a Castle or Fortress) will be the Citadel. Capacity/strength, etc. by its Grade. Otherwise, in COE, SOK, QG, and all future games in the series, assume all Fortified Cities have a Fortress-size Citadel. In CY2, assume all Walled Towns have a Castle-sized Citadel. Other locations do not have Citadels. ian weir - May 1, 2007 6:38 pm (#536 Total: 538) He was accused of spending a large part of every day at table, and of passing the evening in all kinds of excesses. David. Last of the answers. All game-specific. CoE 3e 3.223 Austrian Secondary Hub (as a result of Austro-Prussian Treaty): does the Secondary Hub have the same radii as the Primary Hub? No. Radius should be 0-12, 13-24, 25-36, 37+. This is listed on the Hub Radius Chart of the 3.0 General Charts and Tables, found online. The values are not listed in the original COE charts & tables, as K&ROs 1.0 did not use Hubs. 5.231 La Maison may not participate in Forced Marches. But has not the latter concept been scrapped? Perhaps they cannot march beyond their MA? Yes. That is the intent. 5.241 French Gardes in battle must move and fight in the same wings. This applies to the Gardes Suisse and Gardes Francais together (ie. all 4 units) or separately (2 units each)? The Gardes Suisses is 1 counter, and the Gardes Françaises is 1 counter. Whenever possible, they must act like a single unit. But the same rule applied to La Maison’s 4 counters. 5.441 British Home Garrison: are the increases by 20 SPs per French Invasion made if the invasion is aborted? Technically Yes. The penalty is based on the event, not player actions. But remember the player has the choice of ignoring the requirements, and if the invasion was aborted there will be no penalty, since the penalty only applies DURING an invasion. But the requirement doesn't go away, either. If the Jacobite Rising occurred, any penalty would be assessed based on a requirement of 55 SPs, even if the French invasion was aborted (say the year before). 9.535 Campaign Game Hub Preparedness. The Maritime Powers Hub is in Prague? Typo – should be in England, as always: (Inactive; England Box): Preparedness 5 David Buckland - May 2, 2007 9:33 am (#537 Total: 538) Ian, Thank you for the prompt and comprehensive reply. Just a couple of follow up queries: Citadels: the citadels in Fortified Cities and Walled Towns (Fortresses and Castles respectively) - what grade of Fortress/Castle? If the garrison exceeds the capacity of the Citadel, does the excess surrender? French invasions: just to clarify this a little further. If, in the Campaign Game, the French player elects not to go ahead with the Descent on England, then the BHG level will remain at 15 until the Jacobite Rebellion, at which point it will increase to 35? ian weir - May 2, 2007 7:01 pm (#538 Total: 538) e was accused of spending a large part of every day at table, and of passing the evening in all kinds of excesses. David. Citadels: the citadels in Fortified Cities and Walled Towns (Fortresses and Castles respectively) - what grade of Fortress/Castle? If the garrison exceeds the capacity of the Citadel, does the excess surrender? Always use the lesser grade of the 2. Yes, the excess surrenders; have them undergo a separate surrender process. Garrison owner may choose which SPs remain in the citadel. Will add rule to cover this. French invasions: just to clarify this a little further. If, in the Campaign Game, the French player elects not to go ahead with the Descent on England, then the BHG level will remain at 15 until the Jacobite Rebellion, at which point it will increase to 35? Yes. By not "actively making preparations to invade", he takes the Allied player off the hook politically.
