Nicholas, the Political Support Point (PSP) loses are for Combat Factors (CF) lost, not steps. Steps are counted when making up Batttle Groups and conducting Anti-Guerrilla Operations. Total up the CF lost from the nation's forces at the end of the Combat and Counterattack Phases, not as they happen (I should have specified this in the Chart, but yes, losses incurred in the Counterattack Phases do count for PSP) and then take your PSP loss or gain. Round up in all cases. So if the Japanese player lost 7 CF, then he would lose 4 CF. So the naval transport and amphibious assaults are possible everywhere else. The north has it's typhoon season which are more sporadic then the almost daily monsoon storms. I agree it's a bit confusing - particularily the stuff about sea state which should be renamed "japanese naval power" oe something as "sea state" is a weather term. I cannt find a reference to the thick borders being rivers subject to floods but I assume thats the case. On turns indicated "snow" or "monsoon" on the Turn Record Track, shift the odds ratio column one to the left in combats in Areas that are affected by that type of weather. Snow falls in any Area north of the snowflake-pattern "snow line" marked on the map, and the monsoon affects all Areas in Indochina, Burma, Siam, and India." I guess Sea State is a bit of a misnomer but I couldn't think of a better name at the time.
