The counter legend suggests that they do not, instead having a single value representing firepower. If static units do not have contact/evasion ratings, what are we to make of rules governing a French intelligence mission? Part of rule 9.2.4 states "The French player . . . totals the contact ratings of the non-neutralized static units, and rolls to contact each FLN unit in the UG box of that area by rolling equal to or less that this number . . ." Or does rule 9.2.4 include a mistake and you mean instead that we should total the contact ratings of non-static units to determine the necessary die roll for a successful intelligence mission. Before posting this question I really did comb the rules for an answer to this question, but even the French Mission Chart indicates that you total the contact ratings of static units. Yes, it is not specifically stated in the rules but static units have Contact (if French), Evasion (if FLN) and Firepower ratings equal to the single number on their counter, i.e. 2. The Unit ID Chart I sent to Kerry originally showed both static and mobile units and pointed this out (not sure, though) but his picture of a unit showed just a mobile unit. 9.2.4 is not mistaken. The main role of static units in the game is to patrol and passively do intelligence missions. Otherwise there's not much of a reason to build them, or to spend effort neutralizing them.
