Winter Storm Standard Rules, 2nd Edition: 1) (4.25) Does an enemy ZOC increase the movement penalty expenditure when tracing the Supply Lift and Communications Paths? No. 2) (9.18) If a stack of IND units become ISO through combat, may an additional +1 SP per division or equivalent be expended in order to prevent becoming ISO? No. 3) (10.1) A rail hex between two friendly Rail Depots is occupied by a train at the end of the friendly Operations Phase. If one of the Rail Depots is captured during the enemy Operations Phase, may the train move during the following Operations Phase? Yes, but the train must move to a friendly Rail Depot in the next Rail and Naval Operations Phase. 4) (13.933) Does this rule supersede the "no desperation breakout" restrictions of Routed units? No. 5) (14.27) A Routed unit may not conduct a Regrouping or Holding Operation if it occupies a hex in enemy ZOC. Routed units are also prohibited from entering an enemy ZOC. Lastly, a Routed unit may not declare Desperation Breakout. What occurs when a Routed stack begins the friendly Operations Phase in an enemy ZOC and is also surrounded by enemy ZOCs and therefore unable to move? The Routed stack remains in place and each unit takes a step loss. 6) (17.15) Are all potential Bridgehead hexes "behind the front" considered to have been used at the beginning of a scenario or must the crossing point be used in order to qualify as a Bridgehead? All crossing points behind the front can qualify as Bridgeheads even if not actually used. After all, they have been used "in the past" to advance the front to its present position. 7) (17.73) Should the second sentence read: "A proper garrison is defined as the occupation of, or the projection of a ZOC into every hex adjacent to the bridgehead"? Otherwise this contradicts rule 17.15 and the last sentence of rule 17.73. Yes. 8) (17.73) Is the existence of a Bridgehead determined only at the beginning of the Command Control Segment and at no other time? Only during the Command Control Segment. 9) (17.171) At the beginning of the Command Control Segment a player spots an "abandoned bridgehead" and moves his opponent's High Command Disposition Marker one space to the right. If the opponent does not receive permission to abandon the Bridgehead and does not properly garrison the Bridgehead during his turn, would the High Command Disposition Marker be moved one space to the right again at the beginning of the next Command Control Segment?
