Actually, it's +1 factor, plus the intrinsic 1 factor of the fortress, *plus* the +1 factor for the major city ... for a total of +3, as you deduced. > 5) Can a defender choose at the instant of combat whether a defending unit > is in the hex, or in a fortress, or must units be deliberately moved into > fortresses? They must be deliberately moved in during the defender's (previous) playerturn. > 6) XII.B1b: 'initial hexes ...were empty'. I think your question confuses things. A nonfront unit may move *2* hexes during its *initial* movement (only), as long as both hexes do not contain enemy units (other than those in non-obstructing fortresses). A unit may never move a hex and then attack an adjacent hex in its initial movement phase. (Breakthrough-eligible armor units *may* move/attack into an adjacent hex during their special breakthrough movement ... but only an adjacent hex.) Does this help? A *lot* of people have trouble understanding this, as simple as it actually is. I think it's because it is so different from large-factor movement mechanics. > 7) XIII.B.1.c: 'without combat...breakthrough hex'.
