Are leaders routed? A. Yes. When units in their hex are routed, leaders must accompany them during the four-hex retreat and remain equally immobile as long as the ROUT marker is on them. I used this answer to rule that if a combat unit was eliminated (downright blown away or through straggler evaporation) that the leader would rout four hexes away. It worked for me.
